The NPCs are like that from the start. The NW inhabitants who become his subjects love him because they are completely unaware of how he is playing them. The ones serving from the shadows and directly doing Nazarick's dirty work (the former eight fingers) sincerely despise them.
Overlord is actually a very interesting story. It's about a common man who comes from a dystopic world that was made this way because of the decisions of the elites ruling it, which are represented by corporate entities. Then this common man is transported to a fantasy world where he takes the position of an elite himself, making him empathise with CEO or high executives and understand how heartless and difficult ruling an organization and deciding how the world should be run should be. For the most part, he's terrible at it and just delegates it to his much more capable subjects, who in turn are villanous psychopaths who see humans and all other creatures as vermin and would gladly torture and kill them all for their own personal enjoyment.
This is somehow balanced by the fact that Ainz still has some reflexive human emotions and occasionally shows sings of being merciful or having greater plans to make the lives of his subjects better, but deep down he doesn't care about them either and woul kill them all to protect a single lvl1 NPC (his children). Ainz is not necessarily a cartoonish representation of a "bad guy", but he is a villain.
