He said that he plans to dismantle and reform the shinobi world. Well most likely Sasuke wanted to unify the world and eliminate factions by force. By killing the Gokage and becoming the sole ruler as Hokage, he can accomplish that. By taking all the Bijuu power himself he also prevents the other nations from fighting over them. Sasuke has basically witnessed these factions and divisions destroy things, so he is abolishing them with absolute power. This being the same thing Indra and Kaguya believed that absolute power could shape the world.
