Every Railgun is better than every Index. Same studio but the team that works on Index is clearly less competent. Also they seem magically trash the source material while being shitty because they are restricted into following source material. Worst of both worlds. So you end up with an anime that feels rushed/confusing, with seemingly low production values, and no time to build up the characters and stories.

Meanwhile Railgun spreads itself out nicely. Each episode has it's story from start to finish regardless of it being part of a bigger arc or not. Story is largely written to fit into the LNs but given leeway to write what they want without having to follow Railgun manga like Accel anime will follow Accel manga. As such the music, songs, and sounds as well as story themes, cinematic pace, and plot build up works in harmony while Index just feels like a chef throwing everything into a pot and then serving it onto a dish.
