The Japanese dub will be the same. The English dub will be new, and dubs in other languages are proably going to be new, as well.
Keep in mind, this is a simultaneous global release, so they probably don't want to waste time trying to get the rights to use the old dubs. Making a new dub costs more, but it also ensures that they won't have issues with other rightsholders.
