All the masters this time around all are from families with some form of faulty Magic Crest meaning that there lineage is essentially on death door, So a modified HGW was offered by a third party where the mana stored in the lesser grail would be used to restore and even enhance the winners Crest,
To keep the servants in line since they ain't getting a wish from the greater grail, said third party also offered blueprints to the winner for a mystic code able to mimic Fifth Magic (think along the lines of Zelretch's Jeweled Sword) which will be able to give the winning servant the chance to chance the one thing they most regret in life.
While this comes of as a con, the desires of the masters and the servants to maintain their legacy for the former and absolve their regrets for the later is enough to initiate the HGW
