Learn animation make it yourself. the style is simple and there's a bunch of chapters still not made into anime.
You can pirate flash or get blender for free, blender's 2d animation capabilities are kinda meh but it has 3d so you can replicate the simple cg of the show.
The characters all have very simple lines so it won't be too hard to clean the vectors.
Finding voice actors won't be that hard too, since this series is fresh and finding people online who'd want to voice it wont' be hard.
If you really suck at backgrounds you can always use photo, matte paintings, and 3d assets. if you do it right it can look aesthetic.
Actually now that I'm saying this out loud I'm wondering if I should try this out. I'll see if I can make a ueno san flash by the end of the weekend.
