The Luxenbourg Guidelines give the same examples for the range of materials in the definition of child pornography, adding, "There remain significant variations in the national laws of States Parties to the OPSC with regard to the kinds of representations included in the criminalisation of 'child pornography'."

The US hasn't even ratified the declaration of the rights of children, the UN is being pretty ambitious trying to get countries to care about the rights of cartoon characters.
There was already a case in the US years ago where some mentally ill woman wrote a bunch of nasty child rape stories and ended up getting bullied by the FBI into giving up her computer. No one cared back then, and no one is going to care when things get worse.
