It's super cheap, most of the time they usually don't even animate them floating and slide them around like sprites instead. But the biggest problem isn't even that, it's how unimaginative the visual design is. Very little effort was put into making Parrel and their daily lives look like a place where mermaids could live, it's more like a human town that was submerged under water.
