They could be, but they can also just be super heated materials and reach plasma state that gets ejected from the weapon. Plasma is pretty easy to make, but getting it to move to a target with killing potential, is more difficult and requires some form of "fuel" as it flies to the target.

That's why x-ray gun + neutrino material is easier. There's no roadblocks for our current tech, there are probably one-use plasma guns in existence today. It's just a special nuke with focused neutrino sponge that would emit plasma ray upon detonation.

Well yeah, isn't that the point? Why would you want your projectile to go slower? If you have tech to vaporize tungsten ammo inside a weapon and somehow propel it toward the enemy - you probably already have compact powerful x-ray gun, enough to eject neutrino ray from appropriate ammo.
Throwing plasma like jelly doesn't look feasible to me.
Maybe some shit with arc like multimelta from WH40k, but that would be pretty melee weapon.

I seem to recall some laser weapon that attaches to helicopters. It turns the air to plasma in the path of the laser then shoots what is effectively lightning at a target.
Yes, ionizing path to the target through the air is one way to put a lightning into it.
There's also bullshit microwave vehicle shield that instantaneously heats up air in front of incoming projectile, deflecting and slowing down anything that passes through it.

So you could see it like you see the shit in sci-fi movies/tv shows. That's the whole point of the conversation. But, yeah the plasma jelly thrower is basically what those sci-fi weapons seem like. Most likely some form of rail gun with that type of ammo as the payload.

I'm going to assume you meant neutron, since the defining quality of neutrinos is that they pass straight through things without interaction. A neutrino beam would do pretty much nothing unless you pumped it up to nova-scale energy levels.
