Because its power is literally to just say "no u" to anything. GER simply decides it didn't want something to happen, and it doesn't. He decides he wants Diavolo to face eternal punishment, and Diavolo is imprisoned forever in a dimension of death and torment. He didn't even get hit by GER. It just sent him to the cornfield because it felt like it.
