So the relics are supposed to get stronger the deeper you go right? I feel like there is inconsistencies with the power level of the relics and the layers they come from. The Unheard Bell which stops frickin time was in the fourth layer. I feel like it should have been in the fifth layer at least. The ability to stop time is op.
Also if the relic is stronger does it give a lot of power but with some draw backs(Irumyuui's babies dying and her form becoming so grotesque)?

The power of relics isnt directly tied to the layer they are found on. On average they get more complex but its possible to find valuable stuff in the upper layers but its most likely been claimed. Considering Tsukushi the unheard bell probably does have some unstated toil possibly on the same level as Zoaholic. But it and Zoaholic are special grade relics who are so powerful they should be seen as exceptional regardless of were they are found. Almost as exceptional as Moogy's cooking.
