There's always been a process. That said, he's not saying that he doesn't trust Sukune's strength. I think Tokugawa's expecting Baki to force out whatever bad habits/intentions he's hiding. For example, if he habitually tries to cripple people instead of just beating them, that would be good to know. I don't think Tokugawa is willing to allow the fighters get permanently hurt anymore.

That's the extent of a rikishi's role as tsuyuharai. In their own right they are makuuchi-ranked wrestlers of the same stable as their respectively attended yokozuna but, in the context of the role of tsuyuharai, they do next to nothing beyond that.
Historically/religiously, the purpose of the tsuyuharai is to ensure that the yokozuna is not touched by dewdrops on plants. To this end, they walk in front of the yokozuna so that they may 'clear away the dew' before he steps wherever there's dew.
