Araki wanted to keep Jotaro as the stoic one and didn't want to do much with Joseph.
It probably didn't go Avdol because he's the sensei of the group.
So all the character development just went to Polnareff.
Why he didn't share with Kakyoin, I don't know.

Honestly it is always the other members of the main cast, or even the villain, that get the spotlight in terms of both depth and progression. Aside from Part 2 (and even there you could make a case for Caesar's character arc overshadowing Joseph's) and Part 7, this seems to just be a part of Araki's writing. Dio, Polnareff, Koichi, Bruno and Foo Fighters all have more compelling development than the respective protagonist.

Koichi is also the character who introduces the story. The manga begins with him narrating how he met Jotaro and Josuke

Jolyne is definitely the main character of part 6. Id also argue that part 4 was all about the ensemble cast, even then I think Josuke still go the most screentime. Part 5 is all about Bruno, 7 Gyro, etc.

Polnareff was good shit. He had a motive other than dio, but that blossomed into a different mindset after time passed.

Seeing Iggy and Abdul be fucked right before his eyes as well. And I mean sure, Jotaro had his sad moments. But he's relevant in half of part 4 anyways and his small part 5, AND HES IN 6. Literally one of the longest running JoJo's (minus Joseph if you're looking at his age vs relevancy)

Look at the big picture vs 1 story part. Jotaro has way more exposure than any character in the universe.
