I wanted to object to that because Bakemonogatari is woefully mediocre.
But Kizumonogatari is the best Monogatari has ever been and probably will be and as an adaptation it was worth every year of wait. So he probably is capable to bring out the best out of source material, he was just unlucky that Bakemonogatari wasn't that strong of a start for series.

I think an argument could be made that some other parts surpassed his in elements like writing, themes, or characters - but since those are dependent on source material that's not really dependent on the director. But yeah, Bake was incomparably unique and stylish and Kizu is an absolute treat in every way. Like any director I could point out things I didn't like, but his work as director is easily the best.
