Because Deku's body was too weak to handle OFA the excess energy began charging the other quirks until they have enough power to be manifested. Thats why his 100% punches are so weak compared to All Mights. Each of his quirks will require a certain % of his max power to be manifested. Black Whip will take away like 5-10% of his stored power, trying to force more % into it will cause pain and failure. Because All Might was always able to output full power not enough was able to get diverted towards activating the latent quirks. I'm betting Deku's brute strength full cowl will end up being 25%. The other 75 will get spit between the other quirks with the most useful ones requiring more charging.

I say this as someone who likes Rappa too but USJ Nomu is just too strong if he can keep up with 55 year old All Might It wouldn't be pretty but the real issue would be USJ Nomu jumping around and charging like we saw it do before, as far as we know Rappa doesn't have high mobility and is an all brawler fighter who has to get up close.
USJ might be outright stronger than High End but it doesn't have no the analytical mind that High End had or the quirk variety. USJ was a single minded brute that couldn't think without orders from Shiggy. Compar that to High End who could shed Nomus, had a ridiculous healing factor, and was smart enough to tear off it's own head to survive a prominece burn from Endeavor. I think in terms of outright strength and speed USJ has High End beat but for actual battle prowess an arguement could be made they more are equal than it seem at first glance

There's Toga / Cammie. There's Mei. There was Melissa, but that's in the past. There are and almost certainly will be other females around who make Ochaco jealous and uneasy. But. She's a sixteen year old girl who, in the midst of teen hormonal overdrive, isn't sure of her feelings. She's trying to enter a profession that is not merely difficult, it can be literally life and death. She's trying to do that to support her parents AND protect people and make them happy (I wouldn't be surprised if Eri's story had almost as big an impact on her as on Mirio and Deku). And this isn't Romeo and Juliet, where consummation is the main point. Going slow, especially since Deku himself would probably shy away at any aggressive moves on her part, is perfectly reasonable. Yeah, but my compression really fucks with the quality (for some reason making subtitles with the subtitle file/program I use hits it really heavy). Max I can usually get is 800p wide and still there's often lossy compression is more 'animated' scenes, plus I'm always fighting with the video length. Depending on how much is 'animated' (as in frame by frame and not moving mouths) I can get between 1 minute and 2 minutes of video hence why if you payed attention, the Mirio one has about half the scenes cut and is running at a slightly faster speed while still looking like dogshit at times In time I might move to a better subtitle filetype or something (so I can get TN's at the top of the screen etc) but I'm happy-ish with where I am right now.
In the end I'm happy just filling a niche. I make the reactions, others can make the 1280 and 1080p 'official' ones.
