I don't know about Europe but in the US towns do little carnivals. We used to have one every year, until people started getting stabbed.

So there's your reason, people get drunk and stab each other instead of just enjoying it for what it is so now no fun is allowed.

The closest thing I can think of is a fair where food from most countries of the world is served and there are some culture shows aswell.

Oh, you know, I actually worked at it. I registered people's floats, booths, sponsers, called sponsers and other stuff office the summer before. I never actually went to the parade myself though.

Every town in America has a fair during the summer.
Fireworks celebrations out the ass for the 4th of July.
Parades all over the place for virtually every holiday.
St. Patricks Day events are huge. Cities dye their rivers green.
I could go on. These things constantly happen. We just don't wear bathrobes to them.

July 4th could be considered one but that's limited to America.
