No, but I know what happens in general for each part. I know who he's talking to, and that he ends up getting a stand with gravity ppowers, but beyond that, I don't understand what DIO is trying to say.

He's talking about a metaphysical force, specifically destiny/fate, that draws certain people together and guides their actions. He calls it gravity to make it pseudo-sciency and sound cool.

My own shitty headcannon is that the true ability of The World is to copy the stand abilities of every living Joestar, and Dio just managed to unlock timestop before Jotaro realized he had it. That explains Dio's Hermit Purple like stand in the beginning of Part 3, and how he fixed Pucci's foot in Part 6 (He used Crazy Diamond's ability).
If Dio was alive during Part 6, he would also have Stone Free's ability.
What said, but also if you recall, DIO also briefly used another Stand that was similar to Hermit Purple.
The implication at that point was that because they are kind-of sort-of related, or at least were when DIO first got his Stand Powers (and the rest of the Joestars got them because their ancestor's body got them) is that they all get the same kinds of powers.
Of course this was back when Araki still wanted Stands to be parts of sets instead of just whatever fits their user's soul/personality/whatever.
He still kind of tried arguably with Crazy Diamond being arguably similar to Star Platinum physically, only having a different power, and then making it so Gold Experience can manipulate objects to become other things like Crazy Diamond, but the similarities grew stretchier by the arc, let alone the part.

I also like to think that the flesh buds are Holly's stand, as we never learn what it's ability is, but it is visually very similar to what we see in Avdol's flashback.
It's very possible that, even in stopped time, SHA explodes anyway when it's grabbed. I mean, I don't think you can grab fire without burning your hand or an electrified cable without having the electricity pass through your body.
If it's any consolation, I probably will read it eventually. Until then, the closest I've gotten is reading the Duwang scans and then losing my place because it was in an incognito tab and my laptop crashed or something.

I mean if they weren't, why would one of them have done to Okuyasu's dad what it did? If it was just a stand, it would have ceased to exist with no further effect when DIO died, and would certainly not be giving immortality to someone after DIO's body was destroyed, even if somehow the initial transformation was caused while DIO was dying but not quite dead yet.

Yeah, flesh buds were some weird vampire experiment of Dio. Which makes us think why was Joseph so worried about having a flesh bud killing him since he can make hamon pass through his body at any time.
And also why did they go to such pains to remove Kakyoin's fleshbud instead of just having Joseph pass a light hamon through him.

Kakyoin was as mindlessly and inexplicably attracted to Holly as he was to Dio. In Holly's hands the stand only makes you want to protect her to the point that you might die, Dio uses it in a more evil way.
We see plenty of bullshit vampire powers before Part 3 and flesh buds isn't one of them. The flesh buds created would still be tangible organisms created by the cells of the stand user, similar to how the things Gold Experience brings to life are actual living creatures and not stands. The stand ability is to implant some of yourself into another person and influence their actions. Holly's take on it would be more motherly and nurturing, whereas DIO's is a sinister manifestation of that. Maybe the vampire essence also changes some stuff, who knows.
I'm also just making this stuff up on the spot based on what said, don't take it too seriously. I know that it goes against the manga.

The one thing (non-independent) Stands cannot do, is continue to function after their user's death.
And the flesh buds can't be stand-alone Stands, because they were effected by DIO's death.
It's a fine idea sure, but it just doesn't add up with Stands as much as it adds up with DIO's tendency to make up bullshit Vampire powers on the fly. It's not like any of his Vampire powers were established before they became useful.

Even in Part 1, Dio could exert control over his minions somehow, which probably ties into the myths of vampires being able to control their victims, but still was part of his vampire powerset. I think that the flesh buds in Part 3 are an extension of that, a way to control people without turning them into vampires.

If time is literally stopped then nothing moves. Heat from a fire or electricity just doesnt have time to transfer due to the lack of it. Things like that arent instant.

This is how I saw it as well. Basically The World got a cut down version of everyone's stand and Jotaro just didn't have a decent grasp on Star Platinum's ability while Dio was just smart enough to realise it's potential. The reason he never used the other stands is that they weren't practical or were worse than what Vampirism gave him since Crazy Diamond couldn't heal him and Stone Free was hot trash compared to the rest.

Seriously though, I think the way it's supposed to work is that anything touched by someone moving in stopped time passes the immunity to stopped time to whatever it is they touched. That's why clothes can move, why DIO can throw knives, etc.
This means while electricity still probably wouldn't be a problem unless you're touching a battery that's right there (telephone lines get their massive charge from far away so you'd only get hit by a miniscule amount of charge in that part of the cable at that instant), heat would still take effect because if you touch something that has excess heat to give off, it ceases to be stopped while you're touching it.

The point is, that the knife both moves while handled by someone which takes energy, and then returns to a stopped state when released but still retains that energy, meaning the energy was transferred.
If we get pedantic, if Dio can see in stopped time, it's because light can still move. Heat from fire should be able go to his body. Also, since gravity keeps working for Dio in stopped time, electric forces could keep working too (though honestly I'm not sure about gravity, after all he seemed to be able to fly in stopped time). Also, even in stopped time he seemed to be afraid of Hamon passing through him if he touched Joseph, which makes it seem like involuntary, automatic things like that would start again the moment Dio touches them. On the other way, a stopped bullet doesn't get its momentum back until Time Stop is over, so who knows.

This is just an internet rumor that may or may not have been based on an interview so take it with a grain of salt, but I believe that The World's original ability was to use the ability of every other stand so when you see Dio using the timestop ability you haven't seen used by any other stand user the twist that it's Jotaro's ability makes marginally more sense. This was evidenced by Dio using Hermit Purple's ability, but Araki later retconned the ability as the series went on.
The commonly accepted explanation these days is what people said about it being Jonathan Joestar's latent stand. It's more of a post-hoc justification than something actually established by the series, but it makes as much sense as anything else that happens in it so people just roll with it.
How fast is it, because I feel like all I'd have to do is make it to a car and I could just drive away. Hell if I really need to distract it I just need a lighter and just set fire to my shirt or something to distract it while I run to my car. Once I'm far enough away from it, the odds that it'll specifically track the heat that I'm giving off is pretty slim.

Dio generally can give things momentum during stopped time, he can move the air around him and he can throw things. No idea of how would it work in other scenarios. If he were falling at a high speed, he coudln't do anything with Time Stop. It would be like punching a nail or the edge of a knife. If he were exposed to an electric field, or heat in the form of electromagnetic waves, it sounds like he should be affected, but who knows.

Because anything directly contacted and maneuvered by the one within the time stop takes effect, whereas objects and other people become incapable of both acting and conscious thought, with the "act" part being nullified while direct contact is made with the one with the power.

I'm not sure if that applies to the time stop, since he doesn't feel like everything else is at absolute zero. Also, heat can be transferred without contact, if a white hot iron for example were to be in timestop, it would still glow and still give heat, like an electric lamp.

Araki retconned it in part 6 to where you don't actually stop time, just "move faster than the speed of light." When he throws things, the slow to a halt in the "stopped time" because to dio/jotaro, they're slowing down at the speed to where it looks like they've stopped. Heat and stuff still works due to friction being built up, (kraftworks, basically) and I doubt that electrical currents can move faster than light, so dio/jotaro would be fine
