Cost and time plays a role in it, but the real reason manga doesn't get mirror flipped is because it fucks with anything that's not asymmetrical in design by flipping their features as well as screwing with dialogue references to right/left and making the majority of characters suddenly left handed.

Ive never owned anything thats like that except for those Uzumaki volumes though, so I thought it was weird when I picked them up
I actually prefer reading right to left. For some reason my eyes always start on the top left panel, and that is something I used to do even before starting to read manga.
They tried it in Poland too at first, and the effect honestly was fine, but additional problems arose, like if there's a text already in English (or any other language you remotely understand) in the background, it will look silly after flipping. So what do you do? Do you not flip only this part? Too much work. So in the end we have what we have now.
