Sites like YouTube or Facebook will have systems in place that automatically detect and remove copyrighted material instantly. If they don't then they are open to being sued by the companies that own the rights to that copyrighted material
So for example if someone uploaded a One Piece episode to YouTube the current system is that the individual who uploaded the clip is the one who is legally responsible and can be sued by Toei if they so choose
Now under Article 13 Toei would just sue YouTube directly because it is now their responsibility
