While Hinamatsuri has moments where characters are assholes to each other, you can't really describe whole anime as such, Anzu wasn't really an asshole to anyone, Mao is sweetest person in the world, Hitomi hasn't really been an asshole to anyone and Nitta is a saint considering how much patience you need with Hina. Hina is only one who is numb to other people's feelings.

Sincerity and politeness are the yin and yang of Japanese. If there's a specific cultural expectation that you be polite to someone, everyone assumes you don't truly mean what you're saying. Being sarcastic in keigo would be like arguing with someone who tells you to have a nice day, "you don't really care if I have a nice day, you don't even know me." It makes you sound like you have a learning disability.

The best humor makes everyone laugh, the one telling the joke and the one receiving it. This depends mostly on timing, delivery, and setting a carefree and happy atmosphere.
