Western side, The Night Angel Trilogy has the villainess winning. I don't consider that a particularly stellar book series, but seeing her win right at the end was a huge surprise.

It would require the villainess or the hero to switch sides. The former outcome is better than the latter but depending on how well developed the villain is, it can come off as kinda lazy for them to abandon their ambitions at the sight of the latest cock.

The only way I could think of is presenting a much bigger threat that is a problem to both the hero and the villaness, forcing them to team up in order to defeat it.
This grants the villaness with some moral points and turns her into a less of a bad guy.

Well Haman was never romantically interested in Judau. She was fascinated by his power and wanted to control him, that was the extent of her interest in him. If you mean in general, because love (healthy, non-psychotic love, a love the audience can actually root for) tempers villainy. If you're capable of murdering dozens of people or torturing prisoners to death you're probably not mentally capable of forming the deep meaningful bond that love requires.
