If you only watched battle shounen, yeah sure, it's a great show because the character is somewhat relateable in his motivation to get better and his method of doing it. Other characters are pretty one note or don't develop much.

I like how you use Part 1 as your reference, that shit is hard to watch for a lot of people who aren't used to watching goofy episodic shit on their tube TV after a long Thursday at work, oh but wait, there aren't even people that do that anymore because Part 1 is product of it's time where modern incarnations of Lupin III like Part 5 last year are better in almost every regard. Reigen had to be written OOC in order for the problem to exist, he continues to be manipulative after realizing he made a mistake, and he had saved lives being manipulative in the past. It is forced and sends mixed messages.
