It's either a marketing tactic, or more likely, the grumpy rambling of a bitter old man. There's no way he ever needs to work again considering how much he's worth and how old he is, so he probably keeps coming back from after his "last movie" because he has something more to say and he's sure no one got whatever the last movie was.

I hope he's gotten soft with age, i think a movie directed by Hayao with landscapes and backgrounds from Goro would make up for one of the best looking Ghibli movies.
