The ova only has better art. But it is so short it doesn't get to do much story. So decode is better.
It had a runtime of a movie. The length is no excuse for the blandness of the narrative.
Character interaction and story don't have the time to breath and develop in the OVA. It could also be argued that Shion in Decode is watered down in terms of raw attitude and has been made more palatable to the modern tastes.
Kiseki and the rest of RGB have been on repeat for me since 2008, thanks to Decode. Also that sakuga in those fight scenes is legendary.

You are wrong. It literally wasn't a romcom. There was about as much romance as you would find in literally every other anime ever made. And it served a purpose in story. And a couple of lighthearted moments here and there don't make it a comedy either. When it got serious, it got real serious. The second season was especially great with it exploring Birdy's past and her childhood friend turning out to be a revenge crazed madman. There were neat ideas and themes there that sadly didn't get expanded because no season 3. But they still did more than the OVA. Honestly, aside from the animation, the OVA has nothing on decode.
I dunno, I remember everyone acting like a dumb teenager in Decode, with their shitty love drama. In fact I dropped it at the beginning of S2 when I saw it was Birdy's turn to be a whinny little shit.

Not just the animation, but the direction and pacing too. What more do you want? Sure the plot isn't very deep, and the universe not particularly interesting. But unlike Decode there's only 4 episodes of it, and it's not trying to show off its bad SF setting. The action is good, the pacing is good, Birdy is cool. Good enough.
But maybe I just have shit tastes, given everyone seems to like Decode. I want to like it though, I really like Birdy the character.

But both look great. The only problem with Decode is that if you chave off all filler and combine S1 with S2 you'll get a tight 12-13 episode season over kind of sloppy two seasons.
But I like both. Decode could have been so much more if they got rid of the love interest and fleshed the universe out more.

I thought the animation was pretty cool. Fight scenes benefit more from motion rather than good looks. And it was an isolated case.
