Freiza. His smugness was very justified, drove every character to the extreme, and had concrete plans that he nearly achieved, rather than acting by nature or design.

Cell should have been the best. He was the amalgamation of every hero and villain up to that point, making him the threat that nobody should have been able to beat. When looking at the Cell saga as though Buu and Super never happened, than the end of the cell games marks the end of many character arcs. Goku dies and chooses not to come back to life but instead have adventures in the afterlife, the most fitting "end" for a character that always seeks new challenges. All of the build up for Gohan culminates in him surpassing and succeeding Goku as the new protector of the Earth. Even Vegeta loses his pride and swears never to fight again, now able to reconcile his relationship with Trunks and really make a peaceful life with friends and family. Buu was an extension of all these ideas, but really you could have ended at the cell games and still felt closure for all these characters.

Too bad Cell was the least menacing of the villains and got the least done. Can't say I care much that Cell beat everyone except the last hero standing for his arc when all the villains do that.

Buu is SUCH a form villain and I think that's my favorite Buu form. He rolled up sinister as FUCK, this dude turned Chichi into a goddamn egg.

He didn't do no dumbass dance, she annoyed him and he ZAPPED that ass.

Vegeta was the most hype for me as a kid. I've always had a soft spot for smug genius rivals that can actually back up the boasts. Him standing back while Nappa took everyone apart set the perfect mood, and his fight with Goku and co. is my favorite in the series

He was written as the strongest enemy of Goku until Frieza was created, compare Vegeta's characterization then to now, they are almost completely different.

Majin Buu is legit scary at times in the jap dub. Completely different from his eng dub counterpart.
