The actual Soul King is a figure head and the Royal Families are the unofficial rulers of Soul Society. They don't have Soul Society's best interests at heart and the Gotei 13 exists to pretty much protect the nobles, not the commoners.

All of Kira's problems could've been solved if he just pretty much quit his job and owned a farm. He's not a villain, he's just that one retail worker who went insane due to the sheer stupidity of some of the customers.

Adachi was a much better villain in that he had to deal with the Japanese Bureaucracy and Japanese Law being full blown retarded.
