In the case of the Italian renaissance the creators themselves were interested in past creations and focused on emulating them for the sake of mainly passion, not necessarily profit. Completely different from modern capitalist entertainment-focused ventures. I'm talking about consumer interest. In an effort to reach the lowest common denominator in the modern world the content and the masses' desires will typically align, but when a decent portion of consumers(but not enough to justify any significant amount of product creation) look to the past for interest, that is a sign of medium stagnation.
Watched through most of it. Disappointing ass sequel to Zeta. No timeskip, most of the characters are butchered, the villains are ass, and it's not as grandiose as it should've been. Tomino didn't give a single fuck about this Anime as soon as Sunrise gave him approval of CCA.

I feel completely opposite, the first half felt fresh and was reminiscent of a lot of humorous scenes in 0079 people generally forget about, while second half felt like Tomino was either forced either compelled to just repeat Z with retarded Neo Zeon Civil War.
The production was a mess. Originally ZZ was going to be similar in tone to Zeta but Tomino felt bad over how depressing the end of Zeta was, so he wanted to make something more cheerful. Then the entire second half was rewritten once they got permission to make CCA so they had to make some shit up to replace what would have ended with Char fighting Haman for Zeon.
