Okay, chapter synopsis:
Ryuuka tells Toki the story, Toki hugs her and tells her that she did well holding up all this time. Says she saw Ryuuka in the same light as other people before, Ryuuka says Toki's different from everyone else and knows her for who she is, Toki answers that Ryuuka was the one who told her through the diary and asks why she won't show her real self to others. Ryuuka says she doesn't need anyone else as long as she has Toki. Toki says that she understand how Ryuuka's locking herself up in a comfort zone and that she was the same way before Ryuuka taught her the tanoshii of mahjong.Ryuuka tells her she's fine with school and mahjong as long as Toki's with her. Toki wonders if it'd be too boring for her since Toki isn't very good. And then Ryuuka steps on a landmine: "Until now, letting you win was the most important thing to me. But playing against each other is going to be just as fun". Toki's destroyed by the revelation. Ryuuka tries to salvage the situation by telling her she got her baiman against Youko/Izumi and haneman against the Malefic Star fair and square, but Toki asks if her very first 8900 win against Ryuuka and her grandma was an intentional deal-in as well. Ryuuka answers with silence.Toki doesn't say a word more to her. In the morning, Toki leaves home early. Grandma wonders if the two of them were chatting unti late in the night because they both have red swollen eyes. Toki tells her mother that she really understood that she didn't understand that the things she sees might not necessarily be the truth when asked about how the sleepover went. Ryuuka wonders if Toki's behaviour is because she thinks Ryuuka used her as a replacement for Hamumu. Ryuuka assures herself she did not (okay maybe a tad) (just a little). The chapter ends with Ryuuka seeing Toki holding a letter addressed to her.

No. Watch the anime (first season, achiga-hen, zenkoku-hen), then you can read the manga from the semifinals (not like there are actually good translations of anything the anime adapts anyway). You also has the Shinohayu spinoff, and if you need even more Saki, the live action dramas and the 4koma spin off that finished last year (or the one before that I'm not sure). Ignore Tokifags.

Try to think from Toki's point of view. The main thing about Toki is that she wasn't good on anything. Then suddenly she finds out she's good playing mahjong and starts to really like it, not just because it's fun, but mainly because it's something she can do. That boosted her confidence and pushed her character development. Except now she finds out it was all a lie. She was never really good at it. So it doesn't just invalidates her abilities. It invalidates the foundation of all her character growth till this point.

She was already used to the feeling of worthlessness and depressed about it before meeting Ryuuka, so finding out she's useless once again should only push her back down to zero self-esteem. Terrible, but manageable. Finding out, however, that your first friend you've ever had doesn't give a single fuck about you and only uses you as a replacement for someone she actually cared about, that should hurt a lot more since this is the heartbreak you haven't experience before.

Hard to say but I'd say there hasn't been one yet. There's not really much of equivalent to Akagi in Saki. The closest would be maybe Hisa since she's a kinda insane gambler as well (There's probably others but Hisa is the closest one of the top of my head). Now with Washizu it's the opposite there's far too many bullshit luck characters there's Saki, Koromo, etc. Therefore, there hasn't been one yet. Maybe finals individuals could have something as long/fated between two characters (probably Saki VS Teru if so) if not then captain finals.
