His name is Hisashi Ouchi, one of the Japanese exposed to nuclear accident. The catch is, he was so close to it that he's holding record of highest radiation exposure ever on human

The rest of the story is that, because Japanese are cruel bastards, they kept him alive to study the effect of such radiation exposure. Every single second of Ouchi's life was literal agony and hell, and the team just won't let the guy died

Of course it is a stretch. That's why I said it might be a reference, not that it is. There's plenty of stories out there with characters that hide their powers, HxH is just a popular one with the trope. Most of the time characters will hide powers because they're enemies, HxH is a slightly rarer form where even characters who work together will refuse to share that information for personal reasons. Or maybe I was particularly reminded of HxH because this chapter has people with hidden powers who also happen to be wearing nice suits. Jojolion also comes to mind, where at least one character thinks that showing your stand (the equivalent of showing your power) is like showing your butthole.

The idiot managed to drop a uranium salt into a bucket of water and it fucking exploded with enough radiation to shatter every chromosome in his body. The picture is him after some time of his body tissues slowly sloughing off due to no cell in his body being able to repair themselves.

Hisashi Ouchi is a real person and he indeed died horribly from radiation exposure while doctors prolonged his life (and therefore prolonged his agony) but that picture isn't him. It's an urban legend. That picture is associated with his story for the shock value, propagated by clickbait articles and facebook posts. There are several things we know about Hishashi that makes the picture impossible to be him. For a start he was never missing skin, he never had an amputated leg, and he was covered head-to-toes in medical gauze. The mysterious picture might be someone else who suffered a terrible fate or it might be special effects or photoshop, who knows.

I'm not sure if it's possible to have a worse death than this guy.

The characters and their interactions are great, it has a more somber tone while also being lighthearted (similar to Dorohedoro) and you are never too sure what's gonna happen next.

I love the characters but what really keeps me is Denji, or more specifically Denji's simplistic view on life and motivations, he's not out to save the world or get revenge, or stop crime, he does what he has to so he can get what he wants done, whether it be grabbing some tits or just killing someone who pissed him off, one day down the line after his character has grown more we may see him try to go on a genocidal rampage for revenge to save whatever part of his harem got hurt at the time, but I think that will take a while for him to get to that mentality that will have grown naturally instead of "I want to be the Wizard King/Hokage/Number 1 Hero/Pirate King" or "I want to find my long lost dad who left me as a baby" just for the sake of doing it, now I'm not dissing on those concepts but a more organic approach is preferable nd I think with Denji's character it could be handled really well but even if he doesn't ever have a greater dream then to just conquer a couple of babes for his harem, I think as long as he stays Denji on the inside I will continue to enjoy Chainsawman.
