It's going to stay ambiguous. There's a reason the "koi ni" comes in between Shuuichi and Reina's scenes; they know that playing them off against one another is better business than definitively calling it one way or the other. At most, he confesses and is told "not now" - if this is his big scene, I really don't see any way to transition from either "girl stares blankly as guy flails for something to say" or "let's do our best brofist" into "by the way also we're in love now".
