Japan's culture dictates that they have to wear a uniform to school which for some strange reason always consists of a skirt and blazer of some sort. This starts as early as primary school. I probably would have lost my mind as a high school boy seeing all the bare legs/stockings/pantyhose on girls every day in school.

originally the skirts used to be longer
but people, especially girls, wanted to have a bit of creativity shown in their fashion, but couldn't do it due to a dress code. Thus they had to do with what they could do while still being 'technically' within the dress code, for example, shortening the skirt. Eventually schools complied and changed the skirt size themselves shorter and shorter to fit with modern fashion.
Basically, they wear short skirts as school uniforms because girls are sluts who want to show off their legs.

As gangs started becoming more of a problem in the '70s and '80s, girls started using longer skirts to sneak weapons and other contraband into school, so that contributed to school uniforms having shorter skirts as well.
