Estelle is a magic side character. As a general rule of thumb for the series, magic side characters don't know how to dress themselves. Having said that, Estelle isn't even dressed that badly for a magic side character.

It's only boring because the mangaka keep focusing on the wrong parts. His pacing is slow as molasses when it comes to the backstory and exposition, but goes all over the place when it comes to the action. I've said it before, but changes to the pacing will do wonders for the story and characters.

Railgun S3 is the only one that's likely to have goodish production since they previous two season sold really good.

The Index PV was incredibly lackluster in comparison to the Accel one. But let's not kid ourselves, this accel PV is just average.
In fact, think the Fire Force and Black Fox trailers (which I found average too) had better content and presentation than his one.
And cherry on top, Black Fox doesn't even have a set release date yet, but it still had more Sakuga in a 1 minute trailer than Index III during its entire first half.

To be fair, the only reason for the eyes (hell despite there being a story reason, the goggles are really for this reason too) is to make sure the audience knows which is which in Haimura's art. The anime already has its own conceit by giving them different voice actresses. I fully expect that Dolly will have her own different voice actress too in railgun 3.
