If there has been one thing I could never quite get a grasp on, honestly, it's what Kaguya and Prez really think about each other and the war.
Is "the war' something they're semi-aware of? At times it feels like it is, but they don't seem to get that the very concept of "the war" is a major red flag for the true feelings of the other party, and at others they completely deny awareness.
Do they know the other loves them? It feels like they do, but they act insecure then and again.
Are they in doubt? Then how do they rationalise away huge hints at affection they see all the time?
Because of that, I think my grasp on their progression is kinda weak as well. I'm not quite sure if it's me being socially retarded or if it's Aka being a bit wishy-washy and comedic about their attitude.
At this point, I honestly have no idea whether they "should" overcome something about themselves or if they should just let their autism slow down for a moment and everything will follow.
And to this day, I do not know what Prez thought about Kaguya at the start of the manga. Was it still a crush? Was he in love? Did his opinion od her actually deteriorate somewhat?
I could pick some likely answer for every question, but it doesn't really come together in my head

Kaguya, for not following the standard romance arc. The problem is that Kaguya and Prez are in two different states of the romance manga arc right now.
Kaguya, being embarrased beyond belief for what she did, threw up her initial icy persona to not only protect herself but to try and make sure that the prez loved her even back when that was the dominant personality. She is thus treating everything as it was just another normal battle between the two, and acting as though she's in a pre-confession state.
Prez on the other hand is firmly in the post-confession stage. In most romance stories, if the stoic girl warms up to the guy over the course of the series then, post big moment goes completely stoic again, the usual explanation is 'well something big happened to cause this, didn't it?'. Thus, the Pres thinks some huge event must have ocurred when it's really just business as usual. This is why he overthinks the gestures that would've been obvious from the beginning. Add to that Icy kaguya's inexperience in playing the game, and problems arise.

I don't really agree with you that it looks bad. It's incredibly smoothly animated. Which I guess may seem out of place with the rest of the anime, but that's kind of how anime is.

Even if you think it looks bad, though, try comparing it to any other dance sequence in modern anime. They're usually clunky 3D CG messes. So, you at least should be able to understand that this one was way better than the norm. And that's what made it stand out.
