Basically yeah. Eto was working with Kanou to make a half ghoul strong enough to beat arima. And Arima hated his job and himself because he obviously didn't enjoy killing. So him and Eto worked together to raise a ghoul stronger than Arima aka the one eyed king. Arima saw some potential in Kaneki (after V14) so he groomed kaneki to become the one eyed king.
