OPM became super popular and the publishers wanted season 2 as soon as possible, but there were no studios available to work on it at the time. Rather than wait and risk popularity decline, they handed it over to JC Staff, in hopes of getting a season in 2018. JC accepted but still have tons of other projects and opm got pushed back a year, highly displeasing the publishers.

This turd of a season is what we got, because nips can't keep it in their pants. I'd rather wait the initial 7 years to have madhouse produce season 2. Such a shame.

According to sources, more time wouldn't have helped much because apparently JC Staff doesn't do basic art direction, ie there's no one to look at the sequences and say 'hey, that's not on model'. The main problem is that OPM's greatest strength was how dynamic the movements of the characters were. Even in the manga the characters all move in a very dynamic, fluid way.

This strength becomes an extreme weakness when the animation and direction of the second season lacks that dynamic, fluidity that makes the series so nice to look at the begin with. Still images of characters surrounded by speed lines and light lines popping up top represent attacks from an enemy missing them is horrible and completely spoils one of the big appeals of the series by robbing it of it's fluid visual style.
