Going to assume you haven't played the games. Dwemer are commonly referred to as Dwarves in TES.

Dwarves are extinct in the Elder Scrolls. You can meet the last one in Morrowind.
But you generally spend a lot of time in Dwarven structures.

Dwarves in ES are the Dwemmer, a race of atheistic underground steampunk elves with beards. They got wiped out of or possibly trancended existence through the use of the reality warping magic of the heart of a god. Nobody knows specifically what happened to them, the last one is in morrowind and he only is still around because he was technically in another dimension when what happened to them happened.
