I thought they would put more effort into it, since I thought it was some sort of passion project, but I seems like I was wrong.
Checking their other works, the only thing I remember that I watch and had this same level of dog shit animation was Psycho Pass 2. King of Prism wasn't this bad, though it was a movie, so they probably had more time to work on it.

Animators are people and anime fans too. Imagine animating the empire niggers. You'd hate it too and put the minimum effort possible. Actually, I think most of the interesting scenes had on model animation so it's probably accurate.

Mate, both Soleil and Grandigan scenes have QUALITY. Always had, always will have.
The only thing we should hope for is that the final episode won't actually repeat scenes nonsensically, just like the initial airing of Yatterman Night's final episode.

Changing a reduced number people in robots dying for lot bigger armies killing each others with guns, bombs, or whatever doesn't seem like a good plan.

Is not that the chars will burn out the planet right away, they said it would take literally milleniums. So they could just graduately get rid of chars while developing new non-chars technology. Removing the chars so suddenly only will end in more people dying.

In two millennia, the planet will be completely uninhabitable. But during those two millennia, the planet will suffer constant wars because of the chrars actually ruining the ecology of the planet, while everyone keeps trying to make better chrars to fix the ecology or to maintain robot armies to hold onto the farmland that aren't ruined yet.

The people in charge are the senate that governed the kingdom while Yuuki was growing up, and should she do things that they don't want her to do and can't justify to them, then they'll depose her and take control over everything again.

We were discussing about her trying to develop alternative energy sources and you said that senate would oppose it and replace her.

They knew about the bad effects of chrars, or at least didn't believe that it had any effects that would matter to their immediate future (hahaha), so they didn't bother putting any resources in developing alternate means in the first place, and have no desire to do that right now anyway when they're losing the war.
They didn't care about alternate energy production before, they don't care now, and soon they won't have to care about it anymore anyway.

We know of two people from the empire who know about and one has shown concern.

No, soon, the kingdom of Soleil will be conquered and defeated. That one is assured. As its sovereign, she might be executed, or at best, she might become the Emperor's loli trophy slave idoru waifu for his personal harem.
Since it's better to prepare for the worst situation that ends with her being beheaded, she'll try to destroy all the chrars before she'll be executed anyway.
The people might then smile at seeing her being executed for fucking their immediate lives up, or they'll smile at knowing that she took the hard but right decision that nobody else had to take. But anyway, they will smile in some way.

Unfortunately, the one showing concern is subservient to the one who gets to decide on everything relevant.
It would be a positive surprise if Eine Fleet usurped the imperial throne from the current pretender and then enacted an energy change in the Empire.

One can only hope but it's more than likely she will get some "happy ending" in the post apocalyptic hellscape. Moral of the story - the price of smiles is too high unless you're on the right side of history.

With that said though I'm still hoping something goes catastrophically wrong and the world is put out of its misery for good.

We barely know anything about the emperor. For all we know he could be in the same position you claim Yuuki is with her senate, except he chose to hold the power through the might and thus needs new chrars and to win the war for that. He might enact the green policies and try to develop new energy sources after securing his position.
Which actually makes Yuuki's decision even more rash and absurd since we haven't been shown for sure that he won't do that.

It's even more funny when you remember she didn't even know there was a war happening until a couple months ago in-story. That and not knowing the Empire was suffering from food shortages too. Does she even know they have an emperor?

Unless Izana also transmitted the discussion between Eine Fleet and the Emperor, from Yuuki's limited base of knowledge, she will have to assume that the Grandigans in charge know about the bad effects of chrars (see for example the talk that Yuuki had with Eine in episode 8 right before the evacuation fleet was blown up), but don't give a shit either.

Come to think of it, Eine asked the emperor for a chance to win the war with old chrars and it's been months since that. Even then we've never been shown that empire's mechs are hayai or anything so we can assume they are still not using new chrars which means the emperor listened to Eine's concern and fulfilled her request.

Makes sense. Stressing out the nanobots is one thing because they can eventually recover. If they're drained dry in one swoop then they'll get pushed over the edge and die in droves.

I guess it's episode 8, although the anime didn't necessarily say a few years, it just said that the new chrars would hasten the ecological collapse even faster than the normal process within one or two millennia as predicted with the standard chrars.
