Fairly true. There's a sizable amount of people calling it a bullshit yuri harem now, and while there's no doubt the authors capitalised on the yuri subtext, I do think that Tomoko's character development was really well written. Basically chapters 80-120 or so (I forget specifically, it's been a while) featured her
>gaining acquaintances through the school trip
>becoming less hostile to people she deems more successful socially
>becomes friends with characters outside the school trip people (i.e. Nemo)
>realises that even extroverted people have their own issues
>doesn't do stupid stunts for popularity points anymore

All stories about loneliness that I've read (FKMT Kurosawa, Onani Master Kurosawa, NHK, Oyasumi Punpun, Ressentiment) developed their story and characters. The only series that desperately hang on to their initial "gimmick" (an actual gimmick in a bad way, not just a setting or a premise) do that because of a lazy author.
Nobody complains about those series in the same way they do about Watamote because people actually read/watch those from start to finish, unlike what they did with Watamote; picked up because of initial gimmick/hype, got bored of it after anime hype died down / gimmick got boring, then found about it again years later when it had naturally over time developed into something different.
Watamote's gimmick was a main character who was unpopular with men because she acted like retard in public, hence the ironic title (it's "your" fault) and the choice of words ("motenai" instead of "ninki" etc). The author started to run out of jokes, so they shifted from simple gag situations to a more balanced slice-of-life by first adding depth to existing characters (Yuu-chan, Komi-nantoka, Imae, Nemo) and then introducing a whole lot of new ones while retaining the complex relationships.

The original gimmick almost got Watamote canned after the first 5 volumes because the series become stale and repetitive. Nico cleverly refreshed the series by introducing new characters like Komishit to play off Tomoko and then later expanded the cast after the trip and Watamote has been great ever since. the Asuka pandering is a bit annoying because /u/ fags won't shut up about her despite her being an obvious yuribait character
