Indeed.
To expand, television has absolute, set deadlines where a final product MUST be there, period.
So a rushed production will contribute far more to shoddy work than a low budget. At least modern animation, being digital, can fix shit after the fact and release a better quality on DVD/BD.
Older cel and film animation has no such luxury and its QUALITY is preserved for all time.
