I remember having the same thought when I read Part 5 and I still feel similarly.

The anime of course helps make him more lively, but I still think he's one of the worse Jojos.
The top tier to me is still Josuke and Joseph. They fucking ooze personality and have a great blend of knowing just what to do but still feeling like they're on the ropes. They actually feel like full characters.
Giorno is down low with Jotaro in the "never really reacts to anything and is perfect in every way" category. Only Jotaro gets a slight edge over him since Jotaro at least feels like he always owns the situation whereas Giorno is too soft. Jotaro at least commits fully to the part.

From best to worst:

This week’s JoJo’s Bizarre Adventure felt like a fine demonstration of both Golden Wind’s best and worst qualities, while still standing as a thrilling installment in this journey on the whole. On the positive end, Bucciaratti’s desperate escape from King Crimson was incredibly intense, and successfully embraced how terrifying of a power Crimson truly is. It almost feels like this is Araki taking another stab at a power like The World, but combining the sheer terror of such a power with the vastly improved sense of action storytelling and ensemble drama he’s developed since. Additionally, the sequence of Bucciaratti’s crew making their own choices about his decision felt totally convincing – we didn’t just run through a canned “of course we’re still with you,” and instead his teammates genuinely acknowledged the severity of the step they’re taking.

On the other hand, the theoretical interplay of Sticky Fingers, Gold Experience, and King Crimson falls so far into nonsensical Stand-magic territory that at this point, I couldn’t even guess at what’s going on with Bucciaratti. Giorno fixed him, but then it didn’t work, because he became a ghost, but then he came back to life again, but at this point he’s maybe a zombie? This ambiguity isn’t an exciting hook I’m actively engaged by – it’s just a reflection of how poorly defined Giorno’s power is, and how clearly its ability to successfully resolve any given situation will always be determined arbitrarily. Gold Experience itself is pretty clearly this arc’s weakest variable, and by leaning the crux of this drama on understanding precisely how and why it works, the show is making it very difficult to invest in Bucciaratti’s situation.

It's because he's got a range of emotions that actually exist beyond just making faces. And he's a lot more sympathetic in general.
Same reason Josuke worked so well. He felt like a real student with how wide his range of emotions was and how we'd see him just casually walking around thinking about lunch and hanging with his friends and shit.

Jotaro and Giorno aren't really relatable because they pretty much have one mode of "determined". Jotaro was a student, but he didn't feel like one with how we only ever see him on a mission. Giorno feels even less like a person you can connect to because we really only see his normal life for one episode and then it's pure "MUH AMBITION" for the rest of the series.
Come to think of it, that's probably why the rest of the gang feels so much better than Giorno. Everything he does feels like it's meant to be part of his grand plan while the gang's interactions and shit feels way more natural and like they're just living their regular lives.

I liked Jotaro more in DiU, which I maintain has one of the stronger casts in the franchise. Josuke is a delinquent with a timid and flakey nature on account of his young age and missing father figure. Jotaro fills that role neatly in the story in things like the rat hunt. Kira is like a dark mirror of Josuke. One's missing his father, the other's missing his mother, but instead of raising him with a stern hand (we can see Josuke's mom doing this when he's trying to play videogames instead of doing his homework), Kira's father constantly covered for him, turned a blind eye, and made excuses. So, while Kira entered the world with all of the skills he needed to succeed, he also entered it completely self-obsessed with his own disgusting urges. Even their stands are total opposites. Josuke with ultimate healing, remaking his enemies into living testaments of his triumphs, Kira with total annihilation, erasing innocent people from the town without a trace.

There's a lot more going on there than in Stardust Crusaders.

Like, there's a lot of examples of families with Stands, and having a Stand means your kid will certainly have one, but I don't remember them ever saying that Stands in a family have to be at all comparable.
