I was typing up a too-long reply, but this guy said it more succinctly.
And it has to be set in the future, otherwise it's restricted to being a too-narrow retelling of an overtold historical event.

Also the only thing really sci-fi about it is the zephyr particles, which are an extremely minor piece of the setting.

Nothing has to be anything. Everything could be changed into something else if you wanted to. Evangelion could get rid of the robots, hell, Gundam could get rid of the robots. Akira could be fantasy. There's even been "remakes" of things in completely different settings and time periods all throughout history. These kinds of comments are worthless to make and I see them so often that they're getting on my nerves.

I'd argue that the gravity units they drive the ships with and the FTL are also sci-fi.

But one thing to consider is that it's conflict is largely anachronistic - universal mass democracy with a bureaucratic state is mostly a 20cen thing, whereas the Empire itself combines Absolute Monarchy, Feudalism, and a Dictatorial Unitary State in a way that was also never historical.

If you were going to make it historical, you'd wind up with a purely fictional setting anyway to get all the same elements in place.

This makes sense if you think about it: if your enemy is in a linear formation (or a box-formation that linearly extends mostly in one direction), then planar movement is harder to counter as it requires the entire formation to rotate rather than the singular ships.

It's just there for style, but even then the sci-fi setting is pretty dumb for an otherwise pretty traditional war/political drama.

By modern sci-fi standards LoGH barely qualifies as sci-fi though, science/technology barely plays a part in changing humanity, actually it's very traditionalist in how it depicts politics and history, monarchy and democracy are as old as it gets.

This is why we got mostly shit now
