No, I've seen people that want all SFX redrawn. At most I'm fine with putting the "translation" next to or above the original sound effect but I think redrawing is completely unnecessary and more often than not a bad thing to do. Even scanlators are doing it though and the funny thing is that you'll occasionally get SFX that isn't redrawn because it's too ingrained into the image to be possible to redraw, leading to a lot of inconsistency.

The closest we have are comic books and those are usually campy at best.

As far as I know they are a Japanese publisher and tried to directly translate/release the manga in the US instead of giving the license out. They stopped after a while.

Not true for traditional medium. They draw sfx on top with ink. In digital it's easier to remove the layer.

It's because this way they can justify their salary, just like how Treehouse went full retard with Fire Emblem Fates. They don't care whether or not their shitty redrawing blocks the art, they only care that they 'do their job' because they treat it like a 9-5 gig at McDonald's. Most translators don't even read or get into the work they are translating, so why would you expect better from the redrawers?
