Understandable, but critically flawed. Villains who are just completely correct fucking suck, it means the writer has failed to write a villain, but of course villains that are evil for no reason are bad too.

Most personality "types" can work for a villain but personally I like villains who are cunning and use every dirty trick in the book, paired with arrogance. DIO is a great example, it's easy to conclude that he's just a narcissist, but if you pay attention in basically all of his fights, he's trying to psychologically bait his opponents 99% of the time, and whenever he gets internal monologues that his opponent can't hear, he's planning and scheming, not just going on about how he's going to win.
>role in story
Villain makes their personal presence felt throughout. Just ordering underlings to do everything isn't enough, they need to get their hands dirty from time to time. This doesn't mean they unnecessarily place themselves in danger, just that they are actively furthering their own goals as opposed to jacking off all day in some base or palace.
>power
Two choices. Either completely weak but highly manipulative and savvy, or the strongest individual in the story but not so strong that they seem invincible, like they can take on everyone at once and win. In both cases they should be fully aware of their own capabilities. Villains who lose just because "but! Muh invincibility!" are lame as FUCK.
Interestingly, my pic related favourite villain of all time (taken collectively, the BETA from Muv-Luv) fit none of these descriptions. Well, those guys are a breath of fresh air in several ways.

The best would be a 100% evil guy. No troubled past, no traumatic experience that changed him, nothing like that. No shit to empathize with him. No revenge. Not even a random crazy Joker who does shit for the lulz. Just power. Ambition, power, greed, and so on.
Basically, the exact opposite of typical shounen villains.

-Don't mind if a villain actually doesn't have much of a motive or even much character depth. But they must have a personality. Something interesting, thoughtful (even if mildly). In other words, charisma is essential.
Shishio remains one of my favorite antagonists to date and he was one-note as hell.

Hero who saved the world multiple times, started as your stereotypical shonen protag, all cheerful and believing in the power of friendship, but as time went on, the countless wars, battles and all the comarades he lost make him realize that mankind will never reach true peace, its a lost cause. All because there will always be some dumb bullshit that they will use as an excuse to kill each other. Tired of the barbaric ways of humanity, he reunites all the the powerful artifacts he collected during his journeys to opens a portal to the underworld, an army of demons starts attacking the world, They have an only objective: Erase the violent and corrupted human race from the face of the planet.

Kind but merciless and dedicated.
Puts plan into action over the course of the show and reacts to the hero's actions, planning accordingly.
Power is the same as hero's but weaker, usually wins their encounters due to superior execution, planning, teamwork, etc.

Leader of a crew of thieves who was super incompetent and betrayed the thieves after a girl convinces him to do so because of months of doubt and insults thrown his way constantly.
He's a useless dude with tons of connections filled with petty anger and contempt for everyone after constantly being doubted and made fun of teamed with a manipulative girl at his side, but he gets more useful and intelligent as the series goes on making the two a bigger threat.
I just want someone that has a good reason to be evil.

I always like it when the antagonist takes great care to always move in the shadows/background. Doesn't communicate their moves to anyone except for maybe the most elite of their allies, and even then they might leave some details out in case they do end up getting betrayed. I like it when the antagonist is smart and aware of their situation/surroundings. When they can predict their enemy's moves. I also like it when they aren't overly flashy and aren't too boastful, but deep down they always believe in themselves, they just don't communicate that thought to others so others might think they're weaker than they really are. It's also cool when they have no hesitation about killing/getting rid of absolutely anyone/anything that gets in the way of accomplishing their goals.
I think an antagonist that can strike fear into the heart/mind of the reader/watcher because we start thinking "holy shit this guy knows what he's doing" is an interesting setup.

That pic will always be retarded. Motives are important but its not the only thing that matters for villains.
I would say someone with powers extremely similar to the hero's, or inverted somehow. That way, it makes for a more compelling final battle.
If they have the same ability, you can have a lot of cool mirrored shots and monologues about "That man is the same as me, but he chose a different path."
I like the idea that the antagonist is also going through a kind of journey of his own, and it's inevitable that the two of them will clash in mutual hatred. Also, the antagonist NTRs the love interest, and the hero kills him really fucking hard for that. But more importantly, the hero kills the other guy when he surrenders and admits that he genuinely loves the girl.
To be fair, Ozy still would be top tier simply because of '35 Minutes Ago'
Motives are entirely important. They are the crux of the moral conflict that is central to a good story. There's nothing interesting about being confronted by an evil that exists just for the sake of it. Creating a good antagonist requires thinking about that character just as much as the protagonist. Stories with a demon lord antagonist who is evil simply because he's a villain are garbage compared to a story where the protagonist is faced with someone that actually challenges his beliefs and morals.

Not him, but this is actually perfectly fine. A tropish evil will work as long as there is nuance. A villain can be a dick for the sake of being a dick and still be a success if executed well.

I always had a soft spot for anti-villains. Characters who have genuinely good intentions but a flawed way of reaching them. Antagonists who are essentially heroes of their own story but happen to be on the opposite side. Anime ja nai but Zuko from Avatar comes to mind and is one of my favorite characters of all time.

I've more or less outrgrown shades of gray type antagonists. My ideal antagonist is one that's perfectly cognizant of what they are, and either accept that part of themselves, or are so warped/pure that the concept of morality doesn't even enter the equation. Like they would understand good/evil, but not even consider how it would be a notable factor in their actions.

Should be defined early on. Should be reasonable, but blatantly abhorrent to the degree that it is simply incompatible with the protagonist.
Following that, I prefer if they're honest and unabashedly devoted to their evil and beliefs no matter what they are, and are consistent with their internal rules. Even if that consistency leads them to failure. Bonus points if an antagonist is as intelligent as they are flexible and adaptable. Be dignified, manipulative, but don't underestimate the situation and acknowledge their fallibility.

user the mecha is in a timeline when they aren't schoolgirls but are child soldiers, due to the war with aliens going on for so long that most adult men are dead so they resort to child soldiers. The whole point is the first VN is just school BS, and through time shit and other anine plot devices we end up in Muv Luv:Alternative which is just mecha starship troopers.

Humanity never learns anything about the BETA until it's already too late to prevent it from fucking them over
