The boat was North Korean but not a spy boat. It was intention was to deliver North Korean brand of Heroin to the Japanese Mafia. In the wreckage they recovered the Heroin and a cellphone. I can't find any more to back up the Yakuza story so I guess the spy ship theory is more reasonable though the north koreans definitely do run heroin trafficking rings and make a hell of a lot of money off state backed criminal enterprises
