Pro-Immigrant for as long as it benefits Sybil. Sybil is more like an end, rather than the means to it. So allowing for immigration could be an attempt to expose itself more and wanting to become the means.
I hope they do not go for the Sybil starts to become more tyrannical and domineering route, and more actively rules over the population. It's always been so dispassionate for not only itself but its citizens, which set it apart from other dystopia settings.
