Can't speak for Central Asians in particular, but historically marriages were about inheritance and dynastic/clan ties first, love second. An example of this is the first volume where Amir's clan tries to take her back in order to marry another clan to get them off their backs. On top of that, adulthood was judged mostly by physical standards as psychology didn't exist in its modern form yet (and even then it's rather iffy even today, with industrialized countries having ages of consent ranging from 15 to 21). As such, you'd be considered an adult around age 12 or so.
Some other tidbits to put things into perspective:

It's also established that Amer, despite being borderline perfect, is considered a somewhat low quality wife due to her age. When you consider sexual maturity starts in your early teens and goes downhill after age 25 or so, marrying at age 20 is pretty late. Doubly so when you can't "widen" your fertility window with expensive IVF treatments or freezing your egg cells.

Now that I look closer, that map makes no sense story-wise. Karluk's town is Uzbek, but the Twins are Tajik. This means Henry went EAST towards Turkey?! And weren't the Twins stated to live on the shores of the Aral sea, making it impossible for them to live in Tajikstan? Wouldn't it make more sense to switch it around, to put Karluk's village in Tajikstan or Kyrgyzstan and the twins in Uzbekistan? Or do the Tajik people also live along the Aral sea (outside of Tajikstan) for some reason?

it is, with the first 2 volumes out the last I knew. it would be fine over here if it remains puppy love and how the woman continues to acknowledge acting on anything would be wrong and an abuse of power.
I actually liked this manga more before the time skip. I found the subject matter more interesting when it was vague but more maternal/lonely older woman than the usual teenager in love with an adult who says they can't. it drained some of my interest.
