He should take the hint and realize that the marines are rotten years ago. Not that they aren't neccessary, but as long as they work for the Celestial Dragons they're enforcing the rule of pirates.

That's for Shichibukai, not for marine recruits. Shichibukai are an idea that has never worked, maybe the only benefit they got from them was that Mihawk would stop wrecking marine ships and focus only on pirates. Doflamingo also got the Shichibukai status by blackmailing the nobles.

Garp is obviously proud of Luffy. Garp and Dragon aren't technically even opposed to each other, since both of them work for the nations of the world, WG's defeat doesn't mean abolishing the marines.

This. If Oda was any good at world building there would have also been some more or less hidden sympathy for the rebels by some of the marines, given how much shit the WG/CDs do and most marines seem to have joined with a sense of justice and good.

The truth is, 90% of the pirate encountered and met in one piece are horrible piece of shit with no redeemable quality, and only shit like Luffy's crew are the "good pirate" (it makes you wonders if Eichiro oda know what is a fucking pirate, because luffy's crew sure as hell aren't especially when their only pirate thing is their jolly roger and he want to be pirate king) and even then impel down furthers proved this and hannyabal speech when pathetically jobbing against Luffy is really good and go over this point really well. For every luffy type of pirate, there's a thousand of crocodile type of pirate.

The marines exist to protect civilians and to assist the various nations of the world. If the WG is hollowed out by nations defecting to the revolutionary faction, the marines will eventually cease to serve their intended purpose. Neither Sengoku nor Akainu have been happy to be ordered around by the gorosei or the celestial dragons, so it's up in the air whether the marines would protect a tiny elite from the free world or not.

The World Government tells everybody it's their job and sacred duty to protect the Celestial Dragons, so the Marines stay out of respect for authority and the Cypher Pols stay as long as their checks roll in. The Celestial Dragons don't have to be strong on their own when they have the might of an army to fight for them.

Seriously, no one else even comes close to her. The other characters with really bad ones like Chopper, Brook, Nami, and Law at least have some good periods in their pasts, but Robin just straight up suffered for 28 years before meeting the crew.
