The economy wasn't a dumpster fire that forced mangaka and anime original works to pander specifically for the Japanese Otaku audience and ONLY the Japanese Otaku audience like they do now.

I can think of 3 reasons:
1. Less potential customers meant the creators actually had to put effort into their work for it to sell.
2. There was also more creative freedom because there was no overpaid executive board making all the decisions and deciding what can be shown and what must be shown.
3. Much like modern games and modern movies, modern anime caters to a broad casual audience so they put more focus on ads than the actual product.
