It gets better once the main cast is filled out, which granted doesn't happen until near the end of season 1. But there's some good chemistry between the character. Even the villains gradually become more entertaining and fleshed out in the later half of S1 and future seasons.
But yes, at its core this is a show that gets by on its cute aesthetics and memorable moments, rather than a particularly engaging plot.

Probably because it was very generous with its fanservice. The girls were all beautiful, and thus didn't need to have pantyshots most of the time they appeared or their tits jiggling across the screen every other. When it did some fanservice, it was either a little teasing like the few upskirts, or given some plot significance if it were more overt like the times any of the girls were nude for an extended period of time.
tl;dr - It didn't cram fanservice in your face like a lot of shows with large female casts tend to.
