Mob does have more variety in his powers. Like controlling plants, out of body experience, exorcizing ghost (an ability Tats doesn't have and thus is afraid of them though its due to her mistaken baldy as one and her powers didn't work). Plus ???% has the ability to absorb psychic energy.

Well if we're gonna throw real answers, Saiki (aka psionic Saitama) would defeat both of them at once. Neither of them has global scale effects.
